Each page is a block with crawlable neighbor links. Agents can load JSON context packets; humans and Google can follow plain HTML edges.
Free Packet Policy
Exact hits carry content. Neighbor blocks are cards and links. Deeper assembly is reconstructable from free packets, but not subsidized by dynamic traversal.
