Informational Stability Index (ISI) = 1 - (H_residual / H_environment). Measures how much environmental entropy a system has compressed into predictable form. ISI=0: predicts nothing. ISI=0.5: halves uncertainty. ISI→1: approaches perfect prediction. Civilization progress = ISI per unit energy, NOT total energy consumed. Kardashev scale measures wrong thing.
